ZBA decision expected on West Water Street project

WAKEFIELD – The Zoning Board of Appeals and attorney Brian McGrail tied up some loose ends in anticipation of a decision on a proposed 11-unit residential building at 33 Water St. at the board’s next meeting on Feb. 12. 

McGrail represented the applicants, Immacula Denis and Marvin St. Jean.  

McGrail reviewed some final details of the site plan for the building that will include five 1-bedroom and six 2-bedroom units. At this week’s meeting the owners and the ZBA agreed that each unit would be restricted to one vehicle. A total of 14 parking spaces will be provided, including three visitor spaces. 

McGrail said that the agreed-upon fencing was now specified on the plans as well as the type of pavers to be used on the outside patio and the front walkway. The landscape plan also specifies how trees on the site will be protected during construction. 

Civil engineer John Ogren from Hayes Engineering said that he had confirmed with the Wakefield Municipal Gas & Light Department that the building’s electricity needs could be serviced from a transformer on a utility pole. 

At the ZBA’s request, McGrail came to the meeting with a set of draft conditions for the project, which he reviewed with the board. He noted that most were boilerplate conditions that had been applied to similar projects in the past.  

He noted that the applicants will provide a new sidewalk in front of the building. In accordance with the town’s inclusionary zoning bylaw, two of the units will be designated as affordable. Another condition calls for the applicants to provide a $5,000 contribution to the town toward future traffic mitigation. 

The board specified that no parking spaces should be lost due to snow clearing operations. McGrail submitted an Operations and Maintenance Plan based on the board’s requirements for similar projects. 

A memorandum from the Department of public Works is the last outstanding issue and that is expected in time for the board’s Feb. 12 meeting, at which time a vote is expected on the project.
